Government of India Department of Atomic Energy Directorate of Purchase & Stores Hyderabad Regional Purchase Unit "INVITATION FOR PRE-QUALIFICATION FOR A VARIETY OF PRECISION COMPONENTS/FINISHED SUBASSEMBLIES USING SPECIAL GRADE STAINLESS STEEL & OTHER RAW MATERIALS USING VENDOR'S MATERIALS / DEPARTMENTAL FREE ISSUE MATERIALS (FIM)" Nuclear Fuel Complex intends to pre-qualify suitable manufacturers for 4 types of precision components of size 3 mm of 155 mm dia and lengths up to 500 mm, in quantities of about 5 lakh numbers and also for assembling including TIG welding of components in a clean room facility. The work involved consists of the following main activities among others: 1. Procurement and use of special grade SS raw material like SS316 LN Hollows/Bars /Plates etc., as per specifications, SS316L & 304L materials as per ASTM specifications, special materials like D9, 9 Cr-1Mo, Tantalum & Nimonic 80 A etc. 2. Components like Boron Carbide pellets & Hexagonal tubes of D9 material etc. will be issued as FIM. The manufacturer shall take Insurance & Bank guarantee to cover the cost of the FIM. 3. Manufacturer should be capable of carrying out the following processes/operations in sufficient quantity in time. * Should be capable of handling and manufacturing 155 mm diameter x 1 mtr / 4.5 metres long assemblies weighing about 20 kg/ 350 kg. each in vertical position under nuclear clean condition. * CNC turning, CNC milling, degreasing and passivation of large number of variety of precision components. Tolerance on diameter are in the range of H7 & g6. * Special operations like Crimping of SS tubes (0 6.6 x 0.45 x 2600 mm) in the middle, Button forming of hexagonal tubes, fabrication & heat treatment of springs, electrofusing & bead forming at one end of D9 wires. * Hard chrome-plating inside hexagonal tubes, Colmonoy Hard facing on ID 90mm, Length 70 mm, Thickness 2 mm with varying profiles of components by Plasma Transferred Arc Welding (PTAW) process etc. * Assembling of components, High quality welding by GTAW technique, Passivation, Alcohol cleaning. * Inspection & testing operations like chemical, mechanical, dimensional, metallurgical testing, Liquid Penetrant Inspection, Radiography Test, Ultrasonic Test, Helium Leak Test etc. in nuclear clean facilities as per the specifications embracing the following size and points: 1. No carbon steel manufacture is allowed. There shall not be any contact of NFC Stainless Steel components/Sub assemblies with Carbon steel. 2. Raw materials, welding consumables and finished components shall be stored in a separate storage facility. 3. All the works shall be carried out under the roof. "Open to sky" working areas are not permitted. The manufacturers should have sufficient process capacities to execute orders within a short period of around 6 months after receipt of firm order depending on the urgency of the requirements. The interested firms who have the requisite facilities and can meet the requirements brought out above may send their bid for pre-qualification to The Regional Director, Hyderabad Regional Purchase Unit (HRPU), Nuclear Fuel Complex, ECIL POST, Hyderabad-500 062 within the schedule given below. The manufacturer should clearly furnish the following details: i) Company name and address with phone number, fax, email etc. ii) Nature of firm - Public Ltd Co. / Private Ltd Co. /Partnership firm/ Govt. / PSU / Proprietary / Co-operative Society / Corporation. iii) Proof of yearly turnover & Income Tax Clearance Certificate and TAN iv) Available space for setting up of Nuclear clean hall, etc. - enclose separate sheet with all details. v) LIst of Equipment including material handling equipment and machinery. vi) Details of Inspection equipment and qualified staff for NDT methods. vii) Details of orders executed during the past 3 years costing more than 1 crore. viii) Manpower details with qualifications - Managerial, Supervisory & Technical. ix) ISO accreditation, if any. x) Any other information relevant to the above.
